16 inch balloon are sold flat/un-inflated
U can inflate the balloon yourself with an air pump or a straw
16 inch balloon are UNABLE to float even inflated with helium
Please note that, there is a very small probability that the balloon will leak or defective. We are unable to check on the leakage when the balloons are un-inflated.
