Balloons are un-inflated (flat packaging), you can add on a balloon pump for your easier inflation. Do not over-inflate to prevent it from bursting.
Due to the size of the balloon, 16 inch foil balloon will not float even when inflated with helium.
Balloons pose a choking and suffocation hazard to children. Adult supervision required. Discard broken balloons at once.
